Upon passage by the Congress of National Deputies it shall henceforth be mandated that all national municipalities shall have the position of Mayor elected directly by the registered voting residents of each respective municipality. Following the model of our federal government the directly elected Mayor will function as the executive of the municipality and the municipal councils will function in their roles as legislative/parliamentary bodies having the power to pass, reject, or propose municipal policies. The Mayor, like the Federal Consul, will retain the right to propose municipal policies as well for passage by the municipal council. |

Message | We must allow the residents of our cities to not only elect their municipal councils but also directly elect Mayors that will function as the executive branch on the municipal level. This is necessary is order to have our municipalities run in an efficient democratic fashion whereby the Mayor, as local executive, can enforce and implement the municipal policies created by the municipal council. |
