I think it's ridiculous that a modern nation such as Luthori has such a simple environmental policy, especially regarding pollution. We are willing to compromise on moderate regulations if the conservatives wish to pass a split bill.

it is our belief that local governments should be the ones to regulate pollution and logging. We might add that we believe articles 3, 5 and 6 to be prohibitive and unacceptable in a free society. However, we might be willing to allow local governments to set pollution regulations as a compromise. Apart from that, the status quo is the result of a compromise with social democrats and we find the proposals to be too extreme and harmfull to the economy.

Articles 3 and 5 pose no threat to free societies. They are simply responsibilities accorded to active members of our society with different requirements for the different type of actor (eg, individual recycling vs corporate recycling). It is our understanding that conscription and service in the military is mandatory in Luthori, presumably an obligation required to maintain and protect our society. In the same way the military defends us from foreign aggressors, a competent environmental policy defends us domestically.

The local government solution is ineffective at achieving this. We need to protect our environment as a whole, rather than parts of it. Regions where resource exploitation is valuable are particularly prone to abuse by local governments who may decide that profits outweigh sensible environmental regulations.

Article 6 can be amended to include "moderate" regulations, but again, allowing local governments to set pollution standards is ineffective. Currently, the Luthori central government regulates the water we drink to ensure cleanliness. Why shouldn't it also ensure that the air we breathe is also clean? Not to mention that cleaner air means less spending allocated to covering lung-related health issues.
