Bill: Taxation act
Details
Submitted by[?]: Liberal Conservative Party (ACN&IA)
Status[?]: defeated
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: August 2924
Description[?]:
We are running a deficit in our national budget by almost 100 billion LPD. Since we do not have any taxes on neither essential goods and profits made by corporations, we think that it is time to start doing so. A few percent tax increase would balance the budget, maybe even allowing us to run a small surplus for future investments. |

Message | Remove Article 1 and we will support this bill. Perhaps a universal sales tax should be instated, instead of just on essential goods. |

Date | 16:57:45, April 04, 2010 CET | From | Constitutionalist Imperial League (IA) | To | Debating the Taxation act |
Message | Mr Speaker, This act is unconstitutional, as it is in violation of the constitution. However, we could perhaps support a modification of the constitution to allow for a sales tax instead of a luxury sales tax. I yield. |

Message | ADDENDUM: However, the 0% corporate tax is an assurance that Luthori will remain one of the most competitive countries in the world for companies. As well, experiments (OOC: real in game ones, the taxes have been changed in the past) show that the corporate tax brings in very little funds, thus it is not cost-benefit. |

Message | We would support a constitutional amendment to provide for a general sales tax. |

Message | OOC: As I have explained in the budget proposal, our budget isnt really in deficit 8since the deficit is entirely optional and completely deletable if we want to), so tax increases arent necessary. however, I still think it might be a good idea to hold a national convention to decide whether to replace the current luxury sales tax with a regular sales tax. |

Message | Article 1 has been removed and replaced with luxury tax reduction to the same amount as other goods. A national convention to change the constitution to allow this would be a very good idea. The tax percent is set at 5 %, and in total I think that this will add up to more than the 20% luxury tax we already have, but we will see the effects of this if the bill passes. OOC: I know that the budget is optional, but I still think it is a feature in the game that is worth using. |

Message | Mr. Speaker, We agree, a convention should take place. We simply ask that a luxury tax be completely destroyed and that a universal sales tax take its place. Why should we punish those who successfully make money and help our economy? We should "punish" all who help our economy equally. Besides, those with money will still be buying products. It is even arguable that they would be paying more in taxes if there was a universal sales tax. We yield. |

Message | Mr Speaker, Imperial Monarchist Party, you ask for a universal tax and the abolishment of luxury tax at the same time. A luxury product is not covered by essential goods tax, therefore I changed the luxury tax to the same level as essential goods tax. The bill proposed resembles a universal tax system, if we remove the luxury tax it is not a universal taxing system, but the replacement of luxury taxes with taxes on essential goods. |

Message | (OOC: Ah, sorry. I assumed that the two different tax systems could be combined under one name, which would be a "sales tax". My honest mistake.) |

Message | OOC: All the calculations I cite ICly I've really done OOC; so they're all accurate ^^ IC: Mr Speaker, In light of this discussion, the Chancellery has done some calcullations to determine revenu if we change the taxes. Firstly, we must say that if we adopt a 5% luxury and sales tax, there will not be enough revenue, thus that is not feasible. However, there are three feasible possibilities: 1) We replace the 20% luxury tax with a 20& sales tax. This would increase revenue by 73.8bn £. 2) We set both the luxury sales tax and sales tax at 10%. This would increase revenue by 36.54bn £. 3) We set both the luxury sales tax and sales tax at 15%. This would increase revenue by 129.6bn £. The League has a preferance for either option 1 or option 3. However, we would like to hear the opinions of the other parties. I yield. |
Date | 16:37:19, April 05, 2010 CET | From | Imperial Monarchist Party | To | Debating the Taxation act |
Message | Mr. Speaker, We endorse the third option that our friends at the League proposed. We shall have equality in taxes and more revenue. We yield. |
Date | 18:57:44, April 05, 2010 CET | From | Liberal Conservative Party (ACN&IA) | To | Debating the Taxation act |
Message | Mr. Speaker, We support the third option as well. Percentage has been modified and the bill will be moved to voting. I yield. |
Date | 18:59:47, April 05, 2010 CET | From | Liberal Conservative Party (ACN&IA) | To | Debating the Taxation act |
Message | Mr. Speaker, It will be moved over to voting if it is supported without violating the constitution. I yield. |
Date | 20:45:47, April 05, 2010 CET | From | Constitutionalist Imperial League (IA) | To | Debating the Taxation act |
Message | Mr Speaker, We believe it is necessary to propose and pass a modification of the Constitution independent of this bill. In addition, the CIL must note that it will only support said modification if the tax rates are blocked at our agreed rates (proposition 3) and that it be illegal to propose any tax higher than that. The CIL can craft such an ammendment if necessary because our lawyers have experience with the issue, having written the original clause to the Constitution ourselves. I yield. |
Date | 21:21:37, April 05, 2010 CET | From | Liberal Conservative Party (ACN&IA) | To | Debating the Taxation act |
Message | Mr Speaker, It would be very much appreciated if CIL did craft such a clause, as he has the most experience concerning constitutional issues. |
Date | 11:38:27, April 06, 2010 CET | From | Constitutionalist Imperial League (IA) | To | Debating the Taxation act |
Message | Mr Speaker, The CIL will begin drafting such a proposal immediately. I yield. |
Date | 16:20:05, April 16, 2010 CET | From | Constitutionalist Imperial League (IA) | To | Debating the Taxation act |
Message | OOC: The corporate tax is illegal, we discussed this already. |
Date | 16:21:15, April 16, 2010 CET | From | Constitutionalist Imperial League (IA) | To | Debating the Taxation act |
Message | Mr Speaker, The League will vote against since this bill is illegal, as it proposes an illegal reform. However, we will support the luxury sales tax and sales tax be set at 15%. I yield. OOC: I also explained the part about the budget, in case you'd forgotten. |
