Description[?]:

"In this age of reform, it is important that we utilise every tool at our disposible to communicate with one another, including TV and Radio. The intent of this is not to control content, it is to give the goverment a way to speak directly to the people of the nation. No restrictions are being placed on existing stations and networks, no-one is having their time or frequencies changed or taken, nothing is being done to anything already in place - things are only being added."
