MessageJulia Butterfly Terra's Daughter stood up. Rather shyly, she started to address the Citizen's Assembly.

"My darlings, there is one plank that has formed the very basis of this party for many years. There have been many polciies, many struggles, many campaigns, but one thing has remained constant. We have sought to build a world safe from the evil scourge of chemical and biological weapons."

Some groans went up from the other parties' benches, but she ignored them and continued on.

"We have promised one thing to the people of the Five Nations: freedom from this evil. Now that we hold the foreign ministry, it would be unforgivable if we failed to deliver this to the people. Thus I offer this treaty once more to the Assembly. If we fail once again to deliver on our pledge to the people of Lodamun, there will be no purpose to our party. We will stand before the people exposed as completely futile. And Lodamun has too many politicians. Therefore, if this treaty is rejected once more, the Green Action Party will disband itself and trouble the voters no longer."

MessageA rider has been added changing the way Assembly members are elected. We hope this is a deal that the Assembly can accept.

Message from The Priestess:
This should hardly suprise anyone, considering that we have been ordered to abstain from all sorts of chemicals for a long time, chemicals that could only harm the user. Now we have been told to refrain from chemicals harmful to others.

MessageI would like to assure the Libertarian Militia that this treaty is prevented from harming our vital interests in national security, should it be needed. I have created an emergency powers bill that is able to duck under the treaty, even after passage. Meanwhile, such bill will remain in debate, hopefully forever, while we will oppose removing this treaty for as long as we have 300 proportionally elected seats.

MessageAlan Deeton, a relative of the Deeton family of Gaduridos, throws himself onto the podium and cries for reason.

"We cannot, in our right mind, trust the world that they will not use biological or chemical weapons. That is why we must create a weapon of retaliation against these barbarians. If our military leaders see it fit to use nuclear, chemical, or biological weapons then we must allow it. The Libertarian Militia will vote no!"

Cheers ring out from thirty six of the seats, while the other representatives roll there eye, a few sputtering frustratingly.

MessageWe currently allow reasearch and development of the technology, and to mollify the expected resistance from members of both of our parties, I have created the Emergency Powers Act, which will retain the laws as a last resort pending majority approval and a dissolution of parliament. If our military is in a state where such weapons are required, they will not be stopped, but there will be a layer of parliamentary review to prevent accidental discharge of such weapons.
Meanwhile, we are on the verge of passing a law that we have struggled to pass for over seven decades, which is article 2 of this bill. This opportunity may not come again, and your support would be appreciated. We have tried to do what is possible to preserve national security interests, which we predicted to be the main opposition to this bill. If our contingency is not an acceptable precaution, then let us know and we will delete it and continue to struggle for equalized suffrage for the next century or two.

MessageWe cannot believe the people who voted for Green Action, the Collective Satanists and the Lodamun People's Coalition did so in order to lessen their collective voices. We can only presume, therefore, that these parties are supporting this bill in contravention of their promises.

MessageThe 32 Golavian and Norstavani Faithful members of the Parliament find it disgusting that 8 of the Devo members prefer to give their constituents a disproportionate amount of power. They suggest that they contact their constituents and actually listen to them. Considering that they are outnumbered 4 to 1, we feel that our members know what the two regions want a bit more than the equitistan members.

MessageWe urge members to reject this disgraceful "compromise" which, although it demonstrates an apparent eagerness to protect others from our chemicals, promotes the likelihood of our people choking in their own chemical filth as the nations enter a population booming contest to gain more power.
