Message | Rt Hon Duchess Moore MP, Finance Secretary: Madam Speaker, as with my previous spending plans, this budget will take into account the new needs of society. As the years go by, it is clear that a smaller state works much better. Whilst the state's responsibilities keep varying, with some responsibilities being added, others inevitably are dropped. We believe that this proposal better reflects the country's needs. Madam Speaker, the taxation plan approved unanimously by this House gave back to citizens more of their money. It ended the penal rates of corporation tax to a more realistic level. Taxpayers therefore have much more money back in their own pockets and can thus choose how they spend that money. Madam Speaker, we have protected certain ministries from too heavy cuts. As always, we must reiterate that the primary responsibilities of the state are in defence, law and order and justice. The cuts to these departments, whilst they had to be made, are not severe in the slightest, and effect mainly salary levels and unnecessary bureaucracy and waste, making these departments more streamlined to take us into the 20s. Madam Speaker, Education and Culture and Environment and Tourism have also barely been touched. Education remains a priority area of this government, and I recognise the importance that this House attaches to the environment. Likewise, health has only been lightly cut, a recognition of the growing number of people choosing to move to the private sector in this area. Madam Speaker, a great cut has been taken upon the Finance Ministry itself. I can say, as a long time presider over this ministry, that this cut can be greatly justified, and will make the department a much smaller entity, shedding the legions of advisors that are currently attached. Madam Speaker, cuts have also been taken to Infrastructure and Transport, and Trade and Industry, recognising the several privatisations that have taken place, making government expenditure much lower. Similarly, cuts have been made to Science and Technology, and Food and Agriculture, to ensure that these departments, traditionally amongst the most bureaucratic in Hutori, also move into the 20s and become much more modern and streamlined. Madam Speaker, this is a budget for the new decade. It must also be remembered that it is a while since a budget was introduced, due to my feeling that a government without the true mandate of Parliament should not be proposing to change the budget. Madam Speaker, it can therefore be said that these cuts would have happened over the course of a few years, and would have been fairly unnoticeable. Madam Speaker, this country has already accepted that the government needs to shed its waste, and this budget will address that need. I commend this budget to the House. |
