The Freedom Party would like to bring to the Parliaments attention to the matter of Citizenship and Nationality for new Rutanians. At present the law states that any person sitting a test can become a national of Rutania but any person of any nationality will be granted citizenship without question.

Freedom seek to fix these irresponsible laws to make becoming a Rutanian National and Citzen actually carry some value.

Freedom therefore proposes that the law on becoming a national be changed to read:
o Only those born in this country or to nationals receive nationality.

Freedom also propoes that the law on citizenship be changed to read:
o Citizenship is gained by passing a qualifying exam.

Freedom also believes the law on issuing passports requires review. At present Rutania gives out Passports on demand, for any reasn, to it's nationals. Needless to say we must have security checks to ensure the people are who they say they are, are not currently serving a sentence which requires reporting to the police or people who present a danger to others; for serious medical reasons or for known international criminal links for example.

Freedom proposes this law be changed to read:
o The nation issues passports to nationals after an invasive security check.

We cannot support this invasive measure, and we would like to remark that it is very freedom-like for a so named party to propose such a measure.

MessageFreedom don't believe they contradict as Nationals and Citizens are considered different legal entities.

We also caution the Orange Party about taking on the automatic assumption that "Freedom" is synonymous with "Anarchy". We hope Orange aren't advocating for no security checks when passports are issued?

MessageWe did not use the word "Anarchy." We merely suppose that the Freedom party would respect the freedoms of the citizens of this country and not force an invasive check upon someone who merely seeks to holiday somewhere, or to travel to Belgae for business.

I see the terms in use in this proposed legislation and my party could support Articles I and III, but certainly not II. We would like to see a security check, yes, but not an invasive one. We should use cursory checks, and if there are no anomalies then we should proceed to allow the citizen to have a passport, without government agencies delving into the personal lives of Rutanian citizens.

MessageFreedom may be willing to consider a compromise to "cursory" but are not overly enamoured with that wording either. It suggests the bare minimum of checks and for something as important as issuing passports (not a holiday once passports are issued) Freedom want something with a bit more bite and that unfortunately does require a government agency knowing who, why and how.

What are the thoughts of the other parties?

MessageThe Reform Party fervently supports this bill and commends the Freedom Party for its proposal. Our reasons for supporting are as follows:

A citizenship test will ensure that prospective citizens are able to naturalize and assimilate, which is vital to social cohesion and the general health of our civil society. In the absence of such a test, migrants from cultures that are incompatible with Rutania's cultural heritage will often fail to integrate, forming segregated communities, creating a divided society, and potentially causing tension and resentment if taken to extremes.

While Article 2 is not an issue on which the Reform Party takes a strong position, but we are willing to support it.

Under a system of automatic citizenship, if illegal immigrants are somehow able to penetrate our borders and they are released into society, any children they have will essentially bypass the legal immigration system, undermining Rutania's immigration laws as well as social cohesion. If a person comes to Rutania illegally their presence alone is a felony, and it is entrely arbitrary to confer automatic citizenship on their children merely because they happened to be born in the country, given that their parents are criminal non-citizens.

MessageFreedom has amended our bill to provide for 'cursory' checks. While it is not ideal we feel this amendment is better than what is currently on the books which seems to indicate a total free for all.
