It is now taken for granted that the State arbitrarily confiscates a substantial portion of the income of one group of people and transfers it to another in the form of various welfare services. This is essentially no different to theft or slavery, insofar as the first group of people is compelled to work partly for the benefit of others by involuntarily sacraficing to the second group the fruits of their labour. But it also has untold adverse affects on society: it makes poverty more appealling and comfortable for the poor, thereby eliminating any incentive they have to strive for a better standard of living on their own merits; it destroys the virtue of personal responsibility; it enables those who would otherwise have lived on their own means to opt for welfare dependancy; and it provides a disincentive to those with higher incomes to earn more. The reality is that, when given the choice between working to earn something or getting it for free, many people will choose the latter, and not necessarily because they are physically unable to do the former. Masquerading as a force for 'progress', the welfare State is carrying Rutania down a path towards serfism, paternalism, and ultimately, complete destruction. The Reform Party proposes that the federal government services of childcare, pension and minimum income be abolished to end the centralized welfare State. However, this bill will leave it to the discretion of local governments as to whether they will provide these services. |

Current: The state operates a compulsory public system combined with an optional private pension.
Proposed: The state does not operate a pension system. Individuals must save up for retirement on their own.
