That would be giving a religious or ethnic minority an advantage to enter the military.
This change just says that you can't exclude someone because of their race or religion.

We are against affirmative action.

Also, I sincerely doubt that a person would be counterproductive to the protection of the nation exclusively because of their background or religious beliefs. The military can still accept or deny people as they choose, but they'd have to do it on ability instead of race.
