MessageWe want to vote yes, but aren't nuclear weapons the only thing protecting us from the insane warmongers in Deltaria?

How about: no use of nuclear weapons unless another uses them first? And maybe a maximum number of warheads, enough to hit the major Deltarian targets if need be?
