Preamble
As per the Treaty of Port Nelson, the territory known as the Carina Neck became the colony of the Commonwealth of Rutania in 2883. From that period onwards the territory was governed in a transitional manner based on governmental orders of the Rutanian government.

The present bill shall serve as the legislative framework defining the status and functioning of the Carina Neck, hereby known as Rutanian East Dovani.

Article I - Introductory Provisions
1.) The official name of the colonial territories owned by the Commonwealth of Rutania is Rutanian East Dovani.
2.) The capital of Rutanian East Dovani is the city of Winthrop.

Article II. - Bauer Canal
1.) The Ambrose Erik Bauer Canal (hereby referred to as Bauer Canal) is a waterway linking the Caltropic Lakes of Dovani to the Verranderlijke Ocean.
2.) The Bauer Canal does not belong under the sovereignty of the Commonwealth of Rutania, as stipulated by the Treaty of Kien.

Article III - Government
1.) Rutanian East Dovani belongs to the sovereignty of the Commonwealth of Rutania and its constitutional bodies.
2.) Legislative power on the territory of Rutanian East Dovani shall be exercised by the Parliament of the Commonwealth of Rutania.
3.) Executive power is vested in the Governor of Rutanian East Dovani.
4.) Judicial power is exercised by the independent courts of the Commonwealth.

Article IV. - The Governor
1.) The Governor of Rutanian East Dovani is the representative of the central government in the aforementioned territories.
2.) The Governor is a member of the Rutanian Cabinet under the label of Minister of Colonial Affairs.
3.) The Governor is the chief of the executive branch in the aforementioned territories, including administration and police force.
4.) The Governer shall form its own cabinet that helps him in the administration of the aforementioned territories.
5.) The Governor is accountable only to the Head of State, Head of Government and the Parliament of the Commonwealth.
6.) The Governor/Minister of Colonial Affairs shall be appointed each time a new cabinet is proposed to the Parliament. The Governor may belong freely to any political party.
7.) After the approval given by the Parliament to the Governor, the later establishes its own cabinet.
8.) The Governor is due to present an report in every six months in front of the Rutanian Cabinet.
9.) The Governor can be called for report at any time by the Cabinet and the Parliament.

Article V - Defence
1.) Rutania shall be defended by the Rutanian Army.
2.) Defence issues do not belong under the authority of the Governor but under the direct authority of the Ministry of Defence.
3.) On the territory of Rutanian East Dovani no nuclear weapon shall be placed.

Article VI - Final Provisions
The present bill shall be adopted with 2/3 majority by the Parliament of the Commonwealth of Rutania. Any future amendment, modification or annulment requires a 2/3 majority approval.

MessageWe believe this bill is long overdue, and will support. Prime Minister Vandermark will appoint an interim Governor if this bill passes.

We are curious, however, as to the revenues and expenses of Rutanian East Dovani. Do they fall to the Rutanian Finance Ministry, or to its East Dovani representatives?
