The Federal Council proposes the adoption of a unified military alert system for the Badaran military. We propose the following points: 1) That all Badaran special forces units be placed on permanent 24 hour standby mode ready to be deployed by the President of the UBE or the Minister of Defense. 2). That the United Badaran Emirates consolidate its military alert system into the following alert stages: Code GREEN - Normal peacetime alert levels. Reserve forces not deployed. Code YELLOW - Heightened peacetime alert levels. Reserve forces placed on standby. Regular armed forces ready to deploy on the order of the President/Minister of Defense. Code ORANGE - Heightened peacetime alert levels. Reserve forces deployed in conjunction with regular armed forces. Badaran military preparedness ready to defend Badaran territory, airspace, and naval EEZ within 24 hours. Code RED: Wartime alert level. All Badaran military and paramilitary forces placed under the control of the President/Minister of Defense. Forces on permanent 24 hour alert levels. Foreign military incursions into Badaran territory expected and prepared to repulse. Code BLACK - Heightened wartime alert level. Badaran territory under constant foreign military attack. All military and paramilitary forces deployed in combat duty. All civilian areas under attack placed in state of emergency. Civilian areas not under attack under heightened wartime alertness. Badaran cities are to prepare for aerial, naval, and ground artillery bombardments. Weapons of mass destruction may be deployed on unanimous consent of cabinet. 3) That the United Badaran Emirates create a national grid of surface-to-air missile defense sites hugging the coastline of Badaran and surrounding the periphery of major military bases and civilian population centers to defend against aerial military and terrorist threats. 4) That the airspace around national monuments and landmarks be immediately closed and patrolled by combat helicopters of the Badaran Army and Air Force. 5) That the United Badaran Emirates shall create a Strategic Materials Reserve, within which the Badaran government shall store emergency supplies of critical metals and materials to keep the Badaran military and industrial infrastructure running for at least thirty (30) days in the event of a national emergency. 6) That the United Badaran Emirates shall create a Strategic Petroleum Reserve, within which the Badaran government shall store emergency supplies of crude oil and processes petroleum products such as kerosene and gasoline, to keep the Badaran military and industrial infrastructure running for at least thirty (30) days in the event of a national emergency. |

Message | The UIF agrees with the FC that we should create an military alert system. Considering the latest tensions between Selucia and Badara we also suggest that the Alert level is raised immediatly to CODE ORANGE.
