MessageMadam Speaker, this act will not remove a salary cap, but will allow employers to freely assert a salary cap without any consultation. This salary cap will probably be lower as the labour unions would not be able to highten it. This would actually further damage aspiration and ambition.

MessageMadam Speaker, if employers were to lower their salary cap they would soon find that the best qualified candidates would look elsewhere. If another employer in a similar business had a higher salary then that employer would attract the better candidates and the other employers would be forced to re-consider their stance. Madam Speaker, most employers would not impose a salary cap at all - they would simply act pragmatically and offer both what they could afford, and what would attract the best candidates.
