| This bill proposes the foundation of a new federally-run organization, the Rutanian Federal Constabulary (RFC). The objective of the RFC is to provide a nationwide infrastructure for policing, and national disasters, while maintaining the devolved, localized character of Rutanian government. Article I [Composition]: The RFC shall be a police force, consisting of no less than 100,000 members, including support personnel. 20,000 members will be full time, with the other 80,000 being used as auxiliaries. Article II [Purpose]:The RFC shall be used as an emergency response force, or as miscellaneous aid to regional police forces and can thereby only be called in at the behest of local governments. Article III [Auxiliaries]:Auxiliaries can only be activated by a simple majority of this Parliament. Article IV [Jurisdiction]: The RFC, including auxiliaries, shall only have jurisdiction in Rutania proper, not Rutanian East Dovani. Article V [Funding]: Funding for the RFC shall come from the budget of the ministry of Internal Affairs, with appropriations allocated as deemed necessary in event of a national emergency, or activation of the auxiliaries. -Robert Sheffield, MP, Orange Party and -Joseph Dekker, MP, Orange Party |
