Madam Speaker, almost 30 years ago, the CLP, under the leadership of the late Baroness Peters, passed the Cultural Rejuvenation Act. Unfortunately, that was overturned 10 years later by the Cultural Amplification Act. Madam Speaker, over those 10 years, culture flourished in this country. A variety of museums opened that would have been unimagineable before localisation. Libraries developed to suit local needs and tastes. Madam Speaker, that was a golden decade for culture. The repeal of that Act was done out of a misguided belief that centralisation would be able to continue and amplify the cultural scene that had begun under local government control. Unfortunately, Madam Speaker, that never developed.

Madam Speaker, that was the first time that the CLP proposed what could be seen as a federalist policy. Now it fits into our overall philosophy and for good reason. Madam Speaker, the state has a stranglehold over culture. Institutions do not receive funding unless they satisfy bureaucrats in Bekenial. Madam Speaker, local people know best what they need. This bill will safeguard the two most important national cultural institutions, and good reason too, for they belong to all Hutorians. But if we are to encourage our cultural scene, and revitalise it, Madam Speaker, we need local autonomy. I hope that, even though parties do not support federalism for all areas of policy, they understand the need on this issue.
