The Luthori and Hulstrian imperialist governments, together with the International Monarchist League and the Commonwealth Nations of Terra Alliance, decided to blockade the Eternal Harmony and Empire Magnificent, and threaten war if we do not abandon our sovereign right to develop weapons. This bill shall authorize the Eternal Harmony to declare war on the Holy Luthori Empire and the Imperial Crownlands of Greater Hulstria should they attack any of our vessels, or if they do not end the blockade and cease to support the false pretender Kenji.
