MessageThis would be difficult to enforce if passed especially when new parties register in the nation without prior knowledge of this protocal if it passes. I recommend dropping this one simply because of its unenforceability.

MessageIf you merely want to pass a legislation to vote you can form an alliance with someone to have them forward a motion to vote. It just keeps us in check and allows for unnecessary legislation to be dismissed from vote.
