This is a less extreme version of the original act.
In the case of a national crisis, we must be able to endow our Head of Government with certain extraordinary powers.
The definition of a "national crisis," in this case, is when there is an impending threat of grave consequences for the well being of the Kanjoran People. Examples would be a foreign invasion, a terrorist attack, an intense natural disaster, or internal strife.

Once the HoG declares a state of emergency, the HoG will have the following powers:
-->1. to request and recieve the necessary funding with a 3/7 vote in the legislature
-->2. to allow the military to aid the police forces for a period of 6 months
-->3. to declare a state of martial law
-->4. to declare a national curfew hour
-->5. to use executive orders to restore order. The legislature can block such an order with a majority vote.
-->7. to arrest anyone disrupting the peace for a period of 6 months without trial. The legislature can free any person from prison with a 4/7 vote.

If the Head of State is ever elected, he will assume the powers listed above in the place of the HoG. This will mean that he cannot be ousted from power naturally, but his powers can be removed by a 2/3 vote by the Legislature.

MessageIt's quite silly to vote on this resoltion, as it involves only roleplaying but it's formulated in a binding way.
