Mr Speaker, we propose this treaty. It is a treaty to bind the Hutorian Constitution. As far as i am aware both ourselves and Labour agree with every Article within it and i have heard nothing in this House to suggest otherwise. Now surely Labour would agree that to have a proper binding constitution should be the foundation of any sovereign state and Hutori should be no different. There are no domestic policy ties within the treaty just constitutional ones such as electoral system and election of mayors. The treaty preserves the Hutorian state and democratic system and both HNP and Labour should agree to ratify this.
