The Government will offer independence to all state schools and hospitals, which will instead be funded by two state-controlled but privately managed organisations, eduPay and HealthPlan. The organisations will be responsible for ensuring a high quality of service in any institution receiving public funds, and with funding those from low income backgrounds to pay any fees imposed for health or education services. Income tax will be abolished in order to allow those from higher-income backgrounds to contribute towards their health and education provision. A budget proposal will reduce expenditure on health and education by a comparable amount. |

Message | This bill is flawed. Providing private companies with state funding to fund private companies is ridiculously bureaucratic and, as each level skims money off for its own profits, highly inefficient and does not provide the full amount to social services, education, or health. |

Message | History suggests that private schools, liberated by their independence from bureaucracy, perform to a substantially higher standard than their state counterparts. The CPoH is liberating the children of Hobrazia from the unnecessary degree of state control previously practised but are ensuring that quality and provision of service is maintained. |

Message | We would suggest then that you read history. Private schools perform higher than their state counterparts only due to their ability to choose their candidates and by limiting the numbers of pupils who are allowed to sit exams to those that they believe will gain the highest grades. The state sector has no such ability and sees candidates of all abilities sitting examinations and routinely provides competitive candidates at the same level as those from private institutions. We would also like to point out that you expect the same level of service from these institutions whilst at the same time increasing the number of groups attempting to take money away from state budgets and cutting those budgets by almost 70bn, the numbers just don't add up. |
