Following the upcoming passage of the Constitutional Traditionalism Act 2995 (http://classic.particracy.net/viewbill.php?billid=299943) and the reestablishment of another ancient Solentian tradition, the Solentian Heritage Coalition has been called to conference in Halion starting in January, 3000 by the Solentian State Control Party, inheritors of the legacy of the SHC founding Conservative Party of Solentia.

Invited to the conference shall be delegates from the Crown Party, Solentian State Control Party, Federal Independent Party, and Unionist Bloc. These are the official active members of the Solentian Heritage Coalition.

On the agenda of the conference shall be:

1). Discussion on the purpose of the SHC in modern Solentia / creation of a formal SHC Mission statement
2). Discussion on future aims of the SHC.
3). Discussion on rules and regulations / requirements for SHC membership / leadership.
4). Invitation of new Solentian parties to the SHC / discussion and vote on candidate parties.
5). Appointment and role of an Ambassadorial Officer (proposed by Gahr Bfiras of the Unionist Bloc)
6). Any other business.

Any of the invited parties with proposed business are asked to propose it before January 3000 so as to allow for it to be added to the agenda of the conference. The logs of the meeting shall be public so as to allow for all Solentians to view the happenings of one of Solentia's oldest and most powerful party organizations.

The conference shall be mediated and hosted by Martin Beckons of the SSCP.

The Solentian State Control Party, the Unionist Bloc, the Crown Party, and the Federal Independent Party have each confirmed their intention to attend the conference. As such, no vote shall go onward until each has had their chance to vote.

We have presented our case on how important the heritage is to us on numerous occasions, we didn't agree with the recent vote on 100 to 425 seats, based upon there not being a pragmatic need for that change. In all other aspects we have support Solentian traditions and regardless of what you may think of our party, the heritage and culture of this country is one of the things we represent best and have won elections on.

The definition of what the SHC stands for in particular and defends is something to be resolutely agreed upon. Should the conference reaffirm the SHC for what Federal Independents for years fought for and worked with, we are the first to proudly stand by a modernized SHC.

I humbly request that the FIP attend the conference and have its own say in the modernization of the SHC. If they should choose not to attend, then there shall be no voice with which to show these feelings that have been pronounced.

To Ms. Davidson, the Conservative Party's request for membership shall be discussed in the conference. Parties will be asked to vote based on voting records and traditionalist merits, rather than previous relations, and the SHC shall do its best to ensure that the correct parties get in. Message"Ladies and gentlemen, with the coming of the year 3000, I bid you WELCOME. Welcome to Halion, welcome to a new millenium, and welcome to what promises to be one of the most influential meetings of Solentian parties in history.

"Each of you delegates represents a party with hundreds of years of experience in supporting and maintaining Solentian heritage. Your parties' contribution through the Solentian Heritage Coalition is a large piece of what keeps our nation so great; it is through your vigilance that the bastions of Solentian tradition have stood through fire and storm to remain as glorious today as they were 500 years ago.

"The purposes of this conference will be varied, the consequences far reaching. We must act now as we always have: pragmatically, decisively, and with an eye, always, towards Solentian traditions.

"As we must quickly get to work, I shall delay no longer. Our first agenda item is perhaps our most significant. As has been stated by some in the SHC, the Coalition has been defunct for some time. We have faced no significant challenges like those that were faced hundreds of years ago, when the Federal Republican Party first caused the foundation of the Coalition through careless destruction of Solentian culture. This is, of course, not to say that there are not challenges faced today.

"And so we must discuss, in this modern era, what is the purpose of the SHC to be? Will our mission be that of maintaining the specific institutions put in place by Father George Bailen centuries ago, or will our mission be one of more progressive traditionalism, rejecting the drab cultural imperialism of 'Prime Ministers' and 'Presidents,' but not afraid to look forward and perhaps ESTABLISH a new heritage, not simply maintain the old? I open the floor for debate from each of the other three parties.

Message"Firstly, I think we can all rise and give a hand to Mr. Beckons for his fabulous organisation. This historic moment is truely well-managed and solidly handled.

Solentia is entering the third Millenium. We do so cautiously and sensibly with a pragmatic mind and a true heart. Our heritage and history are vital to the continuation of Solentian life. It is what defines us and makes us unique within the Terran Context. Heritage is about more than titles, names or customs. It is about values and beliefs. What would Solentia be today if it weren't for a bi-partisan spirit, a focus on free faith, democratic principle, strong working local communities, or notions of social hierarchy?

I thus, on behalf of my Party submit the following Mission Statement:
"The Solentian Heritage Coalition, in coordination, cooperation and agreement, declare the History and Heritage of Solentia to be of vitality to the continuation of our State. We are not necessarily like anyone else, and that's a good thing. There's room for it. Message"The CMP hopes to establish an understanding that it is the ideology of Senatorial Sovereignty that is traditional. The Supreme President's role in cabinet proposal should only ever be seen as an insitutional convention, rather than an actual part of our heritage. The Senate holds real power and thus we seek the development of this into actual legislative authority. We feel that would protect our democratic heritage best.

The Supreme President holds a place in the heart of Solentian tradition that is unlike any other nation in Terra. The bond between the Supreme President and the populace that votes him/her into power is unrivaled as it is the only nationwide election for a single office. The Supreme Presidential cabinet tradition has been in effect since George Bailen and has worked tremendously throughout the Federal Republic's existence. The powers of the Supreme President should also be weighed against those of the Senate, as this is a federal republic in which separation of powers between the federal system are integral. The Senate is not sovereign in totality and this should be recognized. Often times it has been the executive branch led by the Supreme President that has ignited real reform and broken gridlock when the Senate is playing partisan politics.

On a second note, the cabinet coalition proposal referred by the CMP is not endorsed by my party and we oppose its instatement.

MessageThe power invested in the person of the Supreme President to select cabinets keeps us from near-anarchy, which I assure you would occur if we were to have this sort of situation, unless perhaps the Executive were a monarchy.

However, that is a matter for other times Suffice to say, most of us do have ideas that involve changes to government, or we would not exist as separate parties at all. For purposes of solidarity, however, the Crowns would agree to keeping the current system of Supreme President in place, with power to propose cabinets, for a period of one hundred years, at which time, we might revisit the discussion.
