Over fishing and over-hunting are self defeating vices. Nature has its own 'Laffer Curve,' and if we tax the oceans too much we will soon run out of fish to tax. The problem with localism when setting quotas and establishing environmental protections is that the issues of ecology are never truly local. If Ardinia over fishes its waters, then not only will this hurt Ardinia, but it will (does) affect the fish populations of the coast of Khodor and Delvar as well. For this reason, the RSWP proposes that Rutania establish a national fishing quota system, to protect our oceans and to keep them productive for time to come. ARTICLE I - To protect the breeding grounds and to keep breeding age fish from being destroyed before they can breed, Rutania's fish and wildlife, establish national fishing and hunting zones and specify times of the year in which it is legal fish. ARTICLE II - To prevent over-whaling, establish a national quota for whaling that does not exceed the ability of whales to replenish their numbers. ARTICLE III - To prevent over fishing, establish a national quota for fishing that does not exceed the ability of Rutania's fish populations to replenish themselves. |
