Message | This will provide a deterrent without having to resort to enslaving our relatively small population by serving in the military and stays in line with a no-first-strike MAD policy. As the WMD Limitation Treaty spreads to more nations, then it will become less and less likely Baltusia will engage in war, let alone nuclear war. |

Message | Besides, as per one of the earlier acts concerning these very proposals, no nuclear weapons are actually constructed unless Baltusia is in a state of war. None of them are actually used until we are fired upon. And as I believe we explained then, a nuclear weapon is surprisingly easy to make, if you can get your hands on the uranium or plutonium, which as a sovereign government, we can. |
