As with other legislation, the idea that when a crisis breaks out the local authorities can not defend and protect everyone due to the limit on resources (funds, police, etc.), the idea that hoodlums can take control of a city block, street, or entire area without the local officials being able to effectively do anything is neglectful on the part of this assembly. We petition for this to be changed. |

Old value:: No curfew policies may be established.
Current: The national government may impose curfews, but only if a state of emergency has been declared.
Proposed: Local governments may set curfews, but national government does not.
