The proposed spending bill is of course dependent on the Left Budget Committees taxation bill passing the Assembly. This spending bill (in conjunction with with the revenue from corporation and luxury tax) will ensure a rather large budget surplus that will adequately more than account for the need of emergency funds if such a situation could arise.
