Under this proposal the Welfare system dealing with the status quo of those persons of 18 and older receiving aid due to not being employed will be limited to 1 full year only and can only be increased if they show signs of attempting to find work. There will also be a system of Welfare Agents who will investigate the claims that they are attempting to find work and if they are accepting jobs or not. If someone is found to be cheating the system then they will be removed from any viable assistance for a minimum of 5 years. Any drug conviction while on the State Aid Welfare System will result in termination of the aid as well as a wait of 5 years. The pension system is to be freed up for people to make the choice on their own as to if they are willing to go with a State Ran system or a private ran system or if they are to bypass it all together and manage it on their own. |

Current: All adults shall be guaranteed a very basic subsistence income by the government.
Proposed: All adults not supported by another person shall be guaranteed a very basic subsistence income by the government. However, the provision of this is not to exceed a certain period of time.
Article 2

Old value:: The state operates a compulsory, public pension system.
Current: The state operates a compulsory public system combined with an optional private pension.
Proposed: The state offers a voluntary public pension, combined with other voluntary private pensions.

Message | 1. Current conditions may require the use of pay assistance beyond a "certain period of time." You risk leaving millions without aid should a flagging economy continue longer then expected. 2. We have made a commitment to all those who have given a life time of work and service to this employer and to this country in the from of labor. We will guarantee a pension system, as anything else would people's hard earned savings at the whims of an unstable market. |

Message | Failure by the person or persons to obtain a job even one that may not be as glamors as they once held is not the problem of the state, and with the increased report of more and more Welfare Abusers in the system we are running a very high risk of over spending in the welfare area. As for the other with both state ran and private ran systems we are giving the people a choice on what to do with their pensions we are not obligating them to anything either in the state system or the private system. |

Message | Then weed out the abusers, don't punish those who are trying to find employment in tough economic times. And in the proposed plan, it's voluntary either way. This is one instance where "choice" can and will collapse the whole system. For the good of the nation, it cannot be voluntary. |
