This Act, should it be passed, will provide for the treatment of prisoners of war.

To be entitled to the rights of a Prisoner of War, a captured service member must be lawful combatants and are entitled to combatant's privilige. They must have conducted combat operations according to the laws and customs of war, be part of a chain of command, wear a fixed distinctive marking visible from a distance and bear arms openly. Mercenaries, spies, saboteurs, guerrillas and terrorists will NOT be regarded as prisoners of war.

Message"Mr. Speaker,

I feel compelled to point out that if an opposing soldier knows that if they are to be enslaved should they be captured by our armed forces, then they will not be disposed to surrender in times of war, but instead will fight to the last round. This will result in higher casualties to our forces, and therefore may be harmful to us during an armed campaign. However, if the opposing soldier knows that he will be treated well should he surrender, and that after the war he may see his friends and family again, they are more likely to surrender to us if they are in unfavourable circumstances instead of prolonging the fight. Therefore, it is only logical that the adoption of high standards for treatment of POWs during times of war must be enforced for the sake of our armed forces.

A particular disadvantage of your proposal, to enslave POWs, is essentially to have them working in our war machine, where they are likely to sabotage our methods of production, and therefore damage our ability to conduct a long war.

MessageOOC: The logic explained makes no sense. Many countries never surrendered to the Americans during a number of their conflicts (the Japanese, Vietnamese, etc.) despite "hospitable" conditions in POW camps.

I only say this in OOC because the countries proper have no relevance in game.
