WHEREAS, a true democracy should have seats based on representation by population;

AND WHEREAS, Selucia currently does not have a representation by population system;

THEREFORE BE IT RESOLVED that the distribution of seats be on the basis of representation by population.

Message	Here we go again. VBS has blocked this one in the past, because his strength comes from lower populated provinces. Now, VBS has less than 1/3 of the seats, and can't block this by himself. So I'm trying once again to turn Selcuia into a true "rep by pop" democracy. As a constitutional amendment, this requires 2/3 of the seats to pass.
