For the purpose of reestablishing democracy in the nation of Likatonia and for providing the people with the basic rights to which all humans should be allowed and which they had been allowed, the constitution of the nation of Likatonia shall be once again amended as follows. (Amendments will be introduced separately. Amendment 9 The position of the Emissary and his powers thereof shall hereby be dissolved. The position of First Magnate shall hereby be dissolved. The powers of the head of state are hereby once again delegated to an Arcikancelár, who shall also serve as the head of government, as the head of the legislature, and as the chair of the cabinet. The Arcikancelár shall be elected directly by the people every three and three-quarters years. The ‘Concillium’, the legislature of Likatonia, shall hereby be renamed the ‘Kancelária’ and shall be headed by the Arcikancelár. The Kancelária shall be composed of 529 seats, each seat representing 1,500,000 people at the time of the original creation of this amendment and 1,750 people at the time of this amendment’s second proposal, but this number is not to change as population grows. To ensure equality amongst all peoples, proportion of the seats among the several regions shall be determined by each region’s respective population so that each region’s representation in the Kancelária shall be directly proportional to its population. The members of the Kancelária, shall be elected through an open party list system by the people of the several regions every three and three-quarters years. Each party of the Kancelária shall have full liberty to propose bills, but only the largest party may propose a cabinet, for the largest party is the one that the people have rightfully and democratically selected to lead all functions of the nation. |
