This bill proposes an overhaul of the Rutanian education system.

The goal of this bill should be a Free, Secular, and Flexible Rutanian education system which balanced public and private schooling. This bill is based on the principle that "private" education means that it should be truly private; there shall be no government funding for private education. The RFP does see a rule for the government in providing public schools of high quality.

PRE-SCHOOL
Pre-school education policy shall be left to local governments, which are best able to deal with the needs of local communities. These needs vary for different parts of Rutania (urban vs rural, for example.)

PRIMARY AND MIDDLE-SCHOOL EDUCATION:
Rutanian primary and middle school students need quality public schools whilst allowing for the diversity of private schools. Public primary education shall be free of charge, although schools shall be allowed to ask for voluntary parental contributions.

The system of government vouchers for basic primary schools shall be abolished, reaffirming the divide between public and private. To reaffirm this divide further, the government shall no longer fund charter schools.

HIGHER EDUCATION:
The Rutanian government shall continue to maintain a system of universities, vocational schools, and colleges nationwide whilst allowing for private education to prosper alongside it. To guarantee the quality of Rutanian students, the government should set national standards for private higher education.

The current system does not recognise the individuality of students by only focussing on basic assistance for children with low-income parents. Parents may not always be willing to fund their children, and education is an investment in the future. The government shall therefore introduce means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.

MessageThe current education system is in disarray. It is the result of different visions on education being imposed over time, creating an inefficient almagation of public and private.

The government should, in the opinion of the RFP, restore a clear divide between public and private schools. The government does not fund corporations and businesses, why make an exception for private schools?

We are against regulation of the private sector at all costs. We do not feel that regulation improves education, it hinders the ability of teachers to be creative, to teach in ways that pupils need and means teachers spend more time doing paperwork than teaching.

Against, it would be easier to just privatise the higher education system than completely overhaul the rest of the system

We have private nurseries, private schools, and private higher education, which is not regulated, however, public institutions exist in the higher education sector, get rid of them and the system is fine and to get rid of
inefficient almagation of public and private, just privatise the public universities.

As for your statement that the government should not subsidise private schools, we dont, we subsidise parents to be able to send their kids to those schools, that is fair.
