This bill forbids paramilitaries.

We would like to introduce this measure as a safety net, should the people of Hutori ever become politically oppressed once more. However, a paramilitary force may not consist of more members than a 10th of the Armed Forces of Hutori and must not posses "heavier" weapons, such as tanks, artillery, or weapons of mass destruction - a more specific list shall be given by the Ministers of Defence and Internal Affairs.

MessageRt Hon Viscount Holding MP, Leader of the Opposition,

Mr Speaker, whilst we accept this idea in theory this Bill will do very little in the way of making Party Paramilitaries. There needs to be an overturning of this Act (http://classic.particracy.net/viewbill.php?billid=279233) as well for paramilitaries to return. The NSC would be interested in forming a paramilitary wing to our party as a defence mechanism against unjustifyable actions such as the imprisonment of our former Leader.
