The Rt Hon. Lord Hans Thuringen representing the Constitutionalist Imperial League hereby opens this seventh meeting of the Imperial Un-Luthorian Activities Committee under the rotating chairmanship of the Rt Hon. representative from the Employers Association Party.

Founding Members of the IULAC:
EAP - 1 vote (veto)
CIL - 1 vote (veto)

Notes:

The Committee would like to remind all parties that as of April 2992, "The Conservative Proclamation" (http://classic.particracy.net/viewbill.php?billid=298605) is the law of the land. Furthermore, as of 2995 and the 7th meeting of this committee, said Conservative proclamation has been endorsed by this committee. Since said endorsement, all acts and proclamations made by this committee are treated as law and enforced as such. Therefore, the CIL shall use this proclamation as a basis to evaluate un-Luthorian behavior and positions. We also would like to note that since this committee has endorsed the proclamation, said proclamation can only be rescinded by a majority vote of this committee which includes the support of all members with veto rights.

Lastly we will remind all in attendance that Diet etiquette is no observed in IULAC meetings. However, the utmost courtesy and respectful language is required. Failure to abide by these standards will result in exclusion from this meeting along with said exclusion's consequences.

Agenda:

1. Ammend IULAC code to award "observer" status to the Luthori Patriots Party.

2. Request that the Union for Social Change testify before this committee to inform it of its goals, intentions and views.

3. Ammend IULAC code to award either "observer" or "non-participant" to theUnion for Social Change following its testimony in front of this committee.

Details:

1. "Observer" status defined: No vote in official IULAC affairs, but can make recommendations and is likely to be awarded voting power in the future (official definition as per the 2nd Meeting of the IULAC). This committee does not feel the need to summon the LPP to testify as it feels the LLP has sufficiently demonstrated its loyalty and goodness.

2. Naturally the entire Diet is aware of the subversive policies of the USC and its blatant and vulgar disregard for Diet etiquette. Non attendance to this meeting by the USC will result in immediate designation as "non-participant".

3. "Non-participant" defined: Not in accordance with IULAC policies, and therefore ineligible to partake in the affairs of the IULAC. Subject to sanctions and penalties for subversive activity (official definition as per the 2nd Meeting of the IULAC).

OOC: For purposes of practicality, this meeting is displayed as a bill. However, it is a conference of a Diet-sanctioned committee that does not require the consent of the Diet to pass rules and regulations. It is advised that all parties vote "yes" once the committee is finished with its meeting for archive purposes, however, this makes little difference to the actual procedures.

We can not follow the so called conservative proclamation for the following reasons. We do not recognize the authority of this committee over the legislature as a whole and appear only to enter our beliefs into the record of this body.

We can not join the imperial alliance as we do not support its unjust goals. We do not support monarchy and oppression. We do not recognize the state as a supreme ruler, because only God is supreme. We do not support empire. The World Community Party's actions being deemed illegal obviously had no effect on their participation in the legislature and voting. A recent law recently declared "subversive" and "anti-goverment" speech as completely legal. And this committee does not have the authority over the legislature because this legislature established that committee.

MessageWhether or not the USC recognizes the authority of this committee is completely irrelevant to the proceedings.

In its foundation, it was made very clear that this committee has the power to supersede the Diet by taking whatever actions it deems necessary in order to achieve its goals. The origin of this committee has no bearing whatsoever on its powers.

Moving on from semantics to the actual process, I find the USC to have engaged in un-Luthorian activities by opposing the monarchy and failing to comply with standards of morality and the Conservative Proclamation.

I call for the USC to be categorized as a "non-participant" of the USC and to be sanctioned and penalized as per the IULAC code. Said sanctions and penalties shall be outlined shortly.

Now however we give the florr to either the chairman of this committee from the EAP or the LLP if they wish to speak.

MessageI will now outline what sanctions and penalties we propose be applied to the USC as a "non-participant" of this committee:

-The USC or any of its members shall be prohibited from raising funds. Making a donation of money or property to any member of the USC shall be a crime equivalent to financing terrorism and shall be punished accordingly by the local courts.
-No leader of the USC shall be permitted to leave the Holy Luthori Empire, specifically the Luthori Homeland.
-No member of the USC shall be allowed to appear on radio or television, or to write or be interviewed in a newspaper. Any foreign radio or television station that shall broadcast a member of the USC shall be banned in Luthori.
-No leader of the USC shall be permitted to sue in court or to petition the government for a redress of grievances.
-No leader of the USC shall be allowed to vote in parliamentary elections.
-No member of the USC shall be allowed to bear arms or serve in the military or government.
-No member of the USC shall continue to enjoy the unconditional protections afforded to other subjects by the Common Bill of Rights.
-Any and all members of the USC who bear titles of nobility or knighthoods shall be publicly stripped of those honours if it is His Majesty's pleasure to do so.

Making this a crime would violate your (albeit false) constitution allowing all parties a seat and right to participate in the legislature. You can not dictate our travel, or where we will appear. Your private radio will not be regulated, unless you turn your back on your economic values. Please bar us from serving in the military of your emperor, for we already object to this so called service.

In any case, we will carry on as usual. So long as we are able, we will.
