Mr Deputy Speaker, the policy of devolving powers to local councils will now become one of the NSC's flagship policies. This will show our committment to communities. By letting local people decide what is best for them instead of having policy enforced upon them from Bekenial.

Mr Deputy Speaker, we do not wish for local governments to control every single issue however. We want local governments to take control of issues that matter to local people and leave important state issues up to the national government here in this House. All the five articles outlined above are more suited to local governmments than the national state government. Who knows best about their local area and how it should be run and upkept - state bureaucrats or local government members? Mr Deputy Speaker, local governments are best placed to make decisions that affect local peoples lives and we are now committed to a policy of devolving power to local assemblies.

We ask the House will they support the NSC in this Bill and our policy of local issues to local governance?

Mr. Speaker,
These proposals would endanger the funding of basic services such as fire protection and police protection. The national government will always pay for this regardless of financial situation due to the enormity of the government budget compared with local budgets. Local governments may not have the ability to pay for these services, or may not provide them to a sufficient amount. That is why we will not support this bill, due to Articles 2 and 3.

MessageMr Speaker, we reference the Local Revenue Act (http://classic.particracy.net/viewbill.php?billid=278751). Local mayors and councils have the ability to adjust local tax rates to accomodate these reforms. Plus the peoples taxes essentially will stop coming to the national government and be given to the local government. They still retain the same fire services in principal so there is no issue with funding?

Would the Imperial Democrat leader not agree?
