The realm of Luthori is the greatest nation on the face of Terra. The Diet should undertake the writing of laws that promote the well being of Luthorians before anyone else. Furthermore, a policy of isolationism has long been shown to keep Luthori strong. Henceforth, 1. Tariffs and quotas shall be set by the Imperial Chancellery upon the advise and consent of the Imperial Regional Oversight Committee. 2. The status of "refugee", which grants a special exception to the realm's immigration laws, shall only be granted to a select number of foreign individuals. The Imperial Foreign Affairs Committee shall be responsible for drawing up lists of people it deems deserve the status of refugee. Said list shall than be sent to the Emperor who may choose to accept or veto it, he may also use a line item veto and only veto certain names. 3. The Imperial Foreign Affairs Committee shall determine the quotas. 4. Only those born to subjects of the Emperor become subjects themselves. Any other person may, after having met the appropriate criteria set by the Foreign Ministry and the Imperial Chamber, petition the government to become a citizen of Luthori and a subject of the Emperor. 5. If this bill passes, its author shall be required to draw up a new bill to create the Imperial Foreign Affairs Committee, whose role, powers and membership shall be detailed there. |

Message | Mr Speaker, While we know this bill will most probably be unacceptable to our allies in the EAP, we still feel the need to bring forth a protectionist agenda to the Diet. Furthermore, we hope the EAP may be willing to support the creation of an Imperial Foreign Affairs Committee regardless of the outcome of this bill. Given their past proposals, we assume our allies in the LPP would support this bill, however, we wish to hear any comments they may have (that is also valid for the EAP, their insight is always appreciated). Finally, in consideration for the League's opposition party, we will notify the Diet that the OAP opposes articles 1 and 3. I yield. |

Message | Mr Speaker, The gentleman from the Dictatorius Sodalicium has a good point. Perhaps the government should either subcontract an agency to provide very limited relief to refugees, or perhaps we should just scrap the refugee system entirely and give the Foreign Ministry and Imperial Chamber powers to expedite immigration without reference to the term "refugee".
