Description[?]:

Hutori has been on the end of a constant stream of abuse and critism from the Constitutional Imperialist League (CIL) - the Leading Party in Luthori. Given the Luthorian King is the Chairman of the CIL this makes the CIL attitude towards Hutori the official Luthori Head-of-State position.

As a message to the Luthori King, we should pass this to show Hutori will not tolerate this constant abuse from his elected members and show Hutori will not 'roll over' to the Luthorians and their expoitive empire.

We propose to place the following sanctions on Luthori.

(I). Cut all trade links with Luthori and place an embargo upon all Luthorian Empire products in the Hutorian economy.
(II). Evict all current Luthorian Empire citzens residing in Hutori and ban any Luthorian Empire citizens from entering the Hutorian state.
(III). Refuse to acknowledge Luthori rule of its colonies and now view them as Independant states free from the control of Luthori and its Emperor.

Mr Speaker, we are aware that the Prime Minister and his party colleagues - as far as we are aware - have had none or little contact with the Luthorian King and his CIL. The Conservative Party is a player in the International Monarchist League and the CIL and the Luthorian King has done nothing but spoke ill of Hutorian Leaders, our King, our people and our culture. Hutori has taken enough of this abuse and we should sent a message to the Luthorian Leaders that we shall not tolerate this any longer!

Mr Speaker, Luthori places itself above all other nations in Terra simply because the Luthori Emperor is King of three or four states! While he is a powerful figure Hutori should not bow to his rule and should stand up for the rights of our peoples. This Resolution will show the world that Luthori can be opposed and Hutori will lead the way in condemning Luthori and its exploitive Imperial Rule of other states on Terra.

Mr Speaker, there is no rush to pass this legislation. Hutori must pass this through a vote - otherwise dictatorial claims will be made by the Luthorians.

Also Mr Speaker, our party is working on compiling a number of Luthorian quotes about Hutori. We feel the House needs to be properly informed of the type of abuse we are reffering to and we think the Prime Minister and the Hutorian people should be made aware of these.

Mr Speaker, we agree that a parliament vote will help legitimise this action, but Orders in Council can be used for sanctions in order to enable a government to react straight away. Obviously, if we were to be declaring war, that would need a full Act of Parliament. Until parliamentary legislation can be enacted, the order in council will bring the sanctions into immediate effect.

Mr Speaker, we look forward to seeing these quotes and the case they make for Hutorian action, though we trust the Foreign Minister's judgement.

Mr Speaker, here is a small sample of some Luthori comments towards Hutori,

"the CP (UH) is idiotic if it believes that the review of the Hutorian situation is going to be easy or simple"

"How dare the Hutorian dogs speak this way" -in response to when Hutori questioned the nature of the Luthori empire regarding exploitation of colonies.

"No one is entitled to insult the Emperor, but for a commoner to do so is unacceptable!" - again in response to Hutori questioning the Luthori Empire. The 'commoner' being our Leader Toby Andrews.

Mr Speaker, the Prime Minister now sees that the CIL and Luthori are an abhorrent state that does not deserve our time of day. Hutori must rise above this slanderous political movement and must take direct action to defend ourselves and our way of life.
