Bill: SR 19: The Foreign Aid Readjustment Act [EconStim I]

Details

Submitted by[?]: Labour Party

Status[?]: passed

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: December 3076

Description[?]:

A bill to mildly redeploy funds previously allocated to foreign gifts, for the purpose of funding further domestic development of Solentia itself.

Sponsored by: Senator Ryan Fay (SDPS),
Cosponsored by: Senator Forrest Rubio (NCP), Katie Bierman, SDPS Shadow Foreign Minister, Kevin Mcrystal, NCP Shadow Foreign Minister, Cathleen Stevens, NCP Shadow Finance Minister

Regional Unemployment as of December 3075:
1. Fuwan, 8.41%
2. Orame, 7.82%
3. Tesuhen, 6.89%
4. Shinatawa, 6.31%
5. Nukeya, 5.61%

National Average: 7.008%
Target Rate for Structured Unemployment: 4.5-5.5%
Unemployment Excess of : 1.508-2.508%

Clearly the nation has entered a period of recession, and the national resources are not being deployed to their peak of efficiency, resulting in increased unemployment and decline in GDP, coupled with increases in Gini Income Inequality Index ratings and general declines in the standard of living.

The nation must, at least temporarily, decrease foreign aid expenditures and increase domestic spending to stimulate the economy. We must not enter a deficit, but the money going abroad should be spent here instead.

MessageOOC: I don't believe these aspects of the economy are working as intended, but for the sake of experimentation, I'll support. I don't believe anything will change these numbers, and if there were anything to change it I presume it'd be in the budget or taxes. But we'll see.

MessageOOC: I was wondering about how accurate the numbers are too, but I've looked them over a few times, and they've definitely changed at some points. There was a time I recall, that Fuwan was roughly 6.5%, now much higher. So it definitely is dynamic, if not directly changeable. I think it's a great catalyst for RPing though, to try and use this to RP a recession and our parties' respective handling of it. Relating to the bill, the idea is that after this bill passes and foreign aid decreases, we would offer a proposal to change the budget to redirect the foreign aid cut savings to domestic spending increases.

MessageOOC: I know that they do vary, but I think it may just vary randomly. The GDP grows naturally every year; it grows faster if we utilize more of the revenue available to us, but it will grow by itself even without our intervention. We'll see.

MessageOOC: Right, so I'm thinking that while we RP a recession, we can try to increase spending to grow the GDP.

MessageOOC: Yeah, I've been an advocate of that for some time... If you'll believe it, Solentia used to spend less than 10% of its GDP as government spending... The 30% that it's floating around at now is quite high, comparatively. I'm glad it's realistic. Now, we can actually debate spending bills, etc., etc. I have no problem with raising spending to improve the economy, but I'm sure the right wing will, so enjoy the battles to come :P

MessageQuit giving handouts to foreigners we will never know nor need. Instead, direct them to these funds to the pockets of Solentian families and workers who feel the strife of economic injustice.
