| Given the fact that there has never been a full and detailed act of law that defines the exact structure of the Imperial Government, this act, the Imperial Government Departments Act of 3078, shall act as the full legal regulation as to how the Imperial Government is structured. Seeing as this bill repeats portions of the Privy Council Act and modifies it somewhat, it is a constitutional amendment and shall require 2/3 of votes to pass. For consolidation purposes, some new departments are created. That being said, any new departments do not have any new powers, they merely assume powers that the Imperial Government already have (eg: The Imperial Government has the power to regulate colonial affairs, this is made evident by the creation of the Colonial Office, but it is not given any powers that a government agency did not previously have). Any and all new or renamed government agencies are marked by an asterisk (*) and stated as such (renamed or created). When an several Imperial departments share common responsibilities, it is noted that they are "jointly" in charge or responsible of said activity. 1. The Imperial Government of Luthori is divided into three parts: (a) The Cabinet of the Holy Luthori Empire (b) The Holy Imperial Diet of Luthori (c) His Imperial and Most Excellent Majesty's Privy Council 2. The head of state of the Holy Luthori Empire, who has highest executive authority is His Imperial and Most Excellent Majesty the Emperor. (a) The Cabinet of the Holy Luthori Empire is led by the Imperial Seal-Bearer. The Imperial Seal-Bearer is the supreme administrative officer of the Holy Luthori Empire. He is chosen by the Diet along with the rest of the Cabinet. He is also the Lord Privy Seal and is the only member of the Privy Council who is chosen by the Diet. He is one of two heads of the Imperial Government. (b) The Holy Imperial Diet of Luthori is led by the Speaker of the Diet. The Speaker of the Diet has the power to regulate debate in the Diet and to assure that the Code of Address is upheld. He is also the Lord Great Chamberlain and serves at the Emperor's pleasure. (c) His Imperial and Most Excellent Majesty's Privy Council is led by the President of the Council who is also the Imperial Prime Minister. The Emperor delegates his executive power to the Imperial Prime Minister and the Prime Minister is thus entitled to use it. The Lord President of the Council serves at His Majesty's pleasure. He is one of two heads of the Imperial Government. 3. The jurisdiction of the three bodies of the Imperial Government is as follows: 3.1 The government agencies which fall under the jurisdiction of the Cabinet are as follows: (a) The Imperial Office of the Seal-Bearer is led by the Imperial Seal-Bearer and is in charge of all administrative functions that pertain to the Imperial Government. (b) The Imperial Ministry of Foreign Affairs is led by the Imperial Foreign Minister. It is jointly in charge of conducting the foreign policy of Luthori and of protecting the borders of the realm. (c) The Imperial Ministry of Internal Affairs is led by the Imperial Internal Affairs Minister. It is in responsible for civil defense, territorial affairs and the management of all Imperial land in the Luthorian Homeland. (d) The Imperial Ministry of Finance is led by the Imperial Finance Minister. It is jointly responsible for the administration and collection of taxes as well as the setting of overall government spending policies, such as proposing budgets and the appointment of the Chief of the Central Bank if there is one. However, it is not responsible for the exchequer and specific attribution of government funds inside specific agencies, offices and ministries. (e) The Imperial Ministry of Defense is led by the Imperial Defense Minister. It is in charge of the bureaucracy of the Holy Imperial Military and the Imperial Directorate of National Security. (f) The Imperial Ministry of Justice is led by the Imperial Minister of Justice. It is in charge of the Imperial Court System and prosecuting any individual who violates Imperial Law. (g) The Imperial Ministry of Infrastructure and Transport is led by the Imperial Minister of Infrastructure and Transport. It is in charge of applying any existing Imperial regulations on infrastructure and transport as well as building and maintaining the national highway system. (h) The Imperial Ministry of Health and Social Services is led by the Imperial Minister of Health and Social Services. it is in charge of providing any social/public services that the government is legally allowed to provide and advises the cabinet on the best policies to promote public health. (i) The Imperial Ministry of Education and Culture is led by the Imperial Minister of Education and Culture. It is in charge of making sure that children are educated until the appropriate age, that the national anthem is sung every day in every school and of making sure that the national curriculum is observed. It also funds private efforts to preserve cultural sites. (j) The Imperial Ministry of Science and Technology is led by the Imperial Minister of Science and Technology. It is responsible for setting regulations on animal testing and cloning. (k) The Imperial Ministry of Food and Agriculture is led by the Imperial Food and Agriculture Minister. It is responsible for the labeling of chemicals used on crops and any other regulations on agriculture the government is required to institute by law. (l) The Imperial Ministry of Trade and Industry is led by the Imperial Trade Minister. It is responsible for promoting business activities throughout the realm. 3.2 The Holy Imperial Diet of Luthori consist of two hundred and one elected representatives who serve for four year terms. It contains two notable committees, the Imperial Un-Luthorian Activities Committee (IULAC) and the Imperial Industry and Exchange Committee* (IIEC), formerly the Imperial Regional Oversight Committee. 3.3 The agencies of the government which fall under the jurisdiction of the Privy Council are as follows: (a) The Imperial Office of the Prime Minister is led by the Imperial Prime Minister, President of the Council. It is in charge of formulating the executive decisions taken by the Imperial prime Minister in the name of the Emperor. (b) The Imperial Office of the Seal-Bearer is led by the Imperial Seal-Bearer and is in charge of all administrative functions that pertain to the Imperial Government. (c) The Imperial Foreign Office* is led by the Secretary of State for Foreign Affairs, who is also the Lord High Steward. It is jointly responsible for conducting the foreign policy of Luthori. (d) The Imperial Exchequer* is led by the Chancellor of the Exchequer*, who is also the Lord High Treasurer. The former positions of Lord High Chancellor and Lord High Treasurer are combined in the Chancellor of the Exchequer, lord High Treasurer. The Imperial Exchequer is jointly responsible for the collection and administration of taxation and overall government spending. It is also directly responsible and empowered to distribute government revenue within a specific agency, office or ministry. it may propose budgets and is in charge of the circulation of money and the preservation of the gold standard. (e) The Holy Imperial Military is led by the Sovereign, who usually chooses to delegate power to the Chief of the Imperial General Staff who is also the Lord High Constable. The Holy Imperial Military is responsible for the defense of the realm from all enemies foreign and domestic. It is important to note that there is no civilian command of the military in the Holy Luthori Empire. The highest ranking military officer is the Emperor and any and all members of the military are required by oath to only obey orders given by another soldier. (f) The Admiralty is led by the Chief of the Admiralty, First Sea Lord. It is in charge of all naval operations but is a part of the Holy Imperial Military and subordinate to the Chief of the Imperial General Staff. (g) The Imperial Office of Domestic Security is led by the Secretary of State for Security who is also the Lord Master-at-Arms. It is responsible for protecting the realm and the Emperor for all enemies foreign and domestic with a specific emphasis on domestic enemies. (h) The Imperial Office of Foreign intelligence is led by the Secretary of State for Intelligence who is also the Lord Spymaster. It is responsible for intelligence, counter intelligence and covert operations. (i) The Imperial Order of the Witch Hunters is led by the Imperial Witch Hunter General who is also the Lord Master of the Order of the Witch Hunters. The Order of the Witch Hunters, also called the Inquisition, acts in secrecy to protect the Empire and the Lutheran Church from treason and heresy. (j) The Imperial Colonial Office* is led by the Secretary of State for the Colonies. The Imperial Colonial Office is in charge with coordinating Imperial law and administration throughout the colonies as well as supervising the viceroys and suggesting candidates for the vice-royalties to the Emperor. |
