| The passing of this Bill in the Hutorian and Keymoni Parliaments formally binds the two states together in a union of royal blood, friendship and co-operation. As this Bill is an alteration of the Consitutions of Hutori and Keymon it requires a vote of two to one in order to pass into law. ===================================================================================== Provisions; (I). The Head-of-States of the Hutorian and Keymoni States must be held by members of the Johannan Dynasty (House of Hutori). (II). The two nations legislatures will remain sovereign and pass legislation for the individual Hutorian and Keymoni states. There shall be no joint legislative assembly, however representatives are permitted to speak in the other states legislature - at the invitation of the Head-of-Government. Articles; (I). The states of Hutori and Keymon will join together in a mutual military alliance. (II). The states of Hutori and Keymon will operate a free trade agreement of goods and services. (III). There shall be freedom of movement between Hutori and Keymon for the people of our two states. (IV). Hutori and Keymon shall use a co-operative foreign policy where one does not enter international agreements that would hinder the development of the other state. ===================================================================================== This Bill shall remain in operation until one of the two legislatures of Keymon and Hutori overturns it by a vote of two to one. |
