Part of the Dorvish Constitution. Powers of the PRESIDENT

Article I
The PRESIDENT is the representative of the DORVIK on the international, national and local level.

Article II
The PRESIDENT is the guardian and protector of the Dorvish Constitution and the people of Dorvik, he/she has a duty to uphold the laws, dignity and health of the nation.

Article III
The PRESIDENT is the symbolic COMMANDER-IN-CHIEF of the Armed Forces of Dorvik, the PRESIDENT has full right to make advisory military decisions in wartime, alongside the CHANCELLOR, who retains the same right. However, if a war is being conducted, the PRESIDENT and CHANCELLOR serve as advisory members of the DORVIK JOINT CHIEFS OF STAFF.

Article IV
The PRESIDENT is required to be at least 40 years of age and must be born to two Dorvish parents; they must be able to prove that they are Dorvish born. Anyone may run for PRESIDENT, they are not required to be a member of a political party or a political organization.

Article V
If the PRESIDENT may fall ill, pass, be captured or otherwise incapacitated in any manner the title of PRESIDENT is temporarily given to the CHANCELLOR until the next election or the return of the PRESIDENT.

Article VI
The PRESIDENT is a ceremonial role within Dorvik, the PRESIDENT is elected in a popular election by the people of Dorvik. The PRESIDENT presides over all national holidays and celebrations.

Article VII
The PRESIDENT or the Minister of Foreign Affairs can sign any document such as a treaty, mutual defense pact, friendship treaty, etc. If one chooses not to sign, the document is still "good" but without one of the twos consent.

Article VIII
The PRESIDENT may be impeached if he is indicted on any charges civil or criminal, the CHANCELLOR may take on the dual role of PRESIDENT and CHANCELLOR until the next election.

Article XI
The PRESIDENT along with the Minister of Internal Affairs and the CHANCELLOR may issue the order for a state of Emergency to be declared, if this is declared the Dorvik Internal Guard (National Guard) is deployed and is under direct control of the three.

MessageOOC: I'm not sure about some aspects of this. For example, the Presidential veto idea isn't accomodate by the mechanics of the game engine, and I don't think it is a good idea - in fact, it good bring the legislative process to a standstill. Also, I'm not sure it is a good idea to allow the President to veto foreign treaties which the government wants to enter into.

MessageOOC: I'm attempting to make it realistic as possible, I understand it isn't supported by the game mechanics but we can at least try it, I'll remove the veto at best, but realistically, most countries that have a parliamentary republic need the approval of the President, Prime Minister and the Foreign Minister for foreign treaties. I'll just remove it.

MessageOOC: My gut feeling is that some of this is a recipe for future arguments (ie. a new player could join, ignore the rules about presidential vetoes and foreign treaties, hostilities follow!). Unless/until the game mechanics accomodate this kind of thing, I think we are best to keep the process as simple as possible.

MessageOOC: Sorry that I must seem such an irritant, but a few points:

- Article III could be difficult. What if the government wages a war which the President opposes (remember the President is not Head of Government in Dorvik)? One could hardly expect the President to manage a war he doesn't agree with.

- Article IV could be tricky. As I understand it, in Particracy no treaty can be accepted unless it is proposed by the Foreign Minister. It therefore seems unlikely that any new treaty would go through without the support of the Foreign Minister (even if the President supported it).

MessageOOC: The President being Commander-in-chief is merely symbolic, if the government votes war the Dorvik Joint Chiefs of Staff conduct the war alongside the Minister of Defense, attempting to keep the President and the Chancellor out of the picture...along with politics.

RP wise, the "President's approval" is needed to pass the treaty, if the president doesn't give his/her support, than so be it, it still goes through, remember the President is just a figure head.
