Recognizing that steps must be taken to protect, sustain and develop levels of both Whale and Fish populations under threat by overtly-zealous fishing operations within our shores, and that the Deltarian republic is made up of multiple regions with access to a variety of different aquatic environment, the Liberal Conservatives propose the following change to the laws of our nation:

The Devolution of power in regards to fishing and whaling to local government authorities to allow for a better monitoring and response for these areas where a community approach will be able to adapt quickly to situations unique to their region.
