Given the fact that during the failed September Revolution of 3096, the Empire of Luthori, our culture and our way of life is in mortal danger, it is imperative that the Diet, now composed mostly of Loyalists, take steps and enact laws that make it impossible for rebels to ever come succeed in another potential rebellion.

For these laws to be successful, this act must be integrated into the Constitution. Thus, this is an amendment to the Constitution and requires 2/3 of the Diet to pass and be modified in any way.

Henceforth:

1) While advocacy and speech is protected by the Common Bill of Rights, proposal of the legislative abolition of the monarchy in Luthori by any party is equivalent to the crime of treason and sedition.

2) While advocacy and speech is protected by the Common Bill of Rights, proposal of the installation of a communist or socialist government is equivalent to the crime of treason.

3) In addition to regular sanctions outlined by the Imperial Un-Luthorian Activities Committee, classification of a party as a "non-member" of the IULAC, as opposed to an "observer" or to a "member", strips said party of Constitutional and legal protection.

4) The Constitutional and Legal rights of IULAC member parties are to be respected at all times.
