Details
Submitted by[?]: Democratic Party of Dolgava
Status[?]: passed
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: December 3133
Description[?]:
The Bill is aimed out to sort out political and economic imbalances of our system, thus making it more democratic, with an emphasis on individual rights, as well as supporting economic development in various sectors of the economy. We consider, that there will be considerable debate about Articles 3, 5 and 10. However, we would like to present our argumentation for these issues. Article 3: While nuclear energy is considered to involve several risks, it is rather "green" in comparison to other conventional sources of energy and is able to support an swiftly growing economy. The support our Government would thus grant would have positive effect on the addition of energy independence, with the potential for exports to our neighbors. It would also be a very attractive target for foreign and local investors. We consider that with proper safety standards the use of nuclear energy does not pose a threat to the people, the country and the environment. Article 5: Pesticides are considered to be harmful to the environment, however, with proper regulation it would give our agricultural sector the require competitiveness as without these our agricultural sector and crops are affected by parasites and various disease, which diminish our crops. Article 10: While removing Government subsidies and price regulations will have negative effects on our people, we would like to point out, that the Government does not charge any additional taxes on these products, thus there is still a margin of price increases, which is not affecting the people. Removing state support will intensify R&D competition between pharmaceutical companies and result in even more effective drugs, which will help our people and will present the opportunity for international investments into our country and the option for exports. Other articles may be discussed, if required. However, all of them are considered to be important on their respective issue. If adopted, several important imbalances would be solved and our society would have the possibility to call itself truly democratic and with the potential for development and modernization over the coming generations. |

Debate
These messages have been posted to debate on this bill:

Message | We accept and agree with most of the bill. However, we have problems with articles 1, 3, 11, and 12. 1: Having 100% of land devoted to small farms would be inefficient, but if farms are allowed to get too large then the mega-companies that own them will dominate the market at the expenses of small farmers and consumers. The PGP would like the law involved in Article1 to remain as it is currently. 3: Wer're not necessarily against this. The problem is this: where are we going to put waste? We can't keep drilling holes in the earth. If we're going to encourage nuclear technology we should also devote some funds to researching a safe way to dispose of nuclear waste. 11: Just a clarifying question. Would this mean that police/courts can not take Forensic DNA samples from people accused of crime so as to confirm/negate guiltiness? 12. What if a prisoner is so dangerous that not executing him/her would endanger other's lives? We agree that the death penalty should never be used for retribution or punishment. Perhaps (since there's no option for just applying the death penalty for public safety reasons) we should put some special language into the final bill (in the description?) that clarifies the law. |

Message | In order to ensure an adoption of the package of regulations, we will remove Articles 1, 3, 11 and 12 and present them in a different bill. |
