Message | This bill is slightly different from the bill we proposed earlier. It is different and it is better due to a more careful evaluation of our national priorities. We will divide our explanation into three groups: Governmental Responsibilities, Economy and Defense/Law. Government Responsibilities: These are the tasks, which are to be carried out essentially by the Government and are related to all other sectors more or less directly. Therefore, we have proposed: Foreign Affairs - 200 billion DLD. Due to the fact, that this is a task to be performed essentially by the Government. This sector is responsible for all our economic and political contacts abroad, it protects and represents our interests and the interests of our citizens, We have also take up considerable responsibilities in various international organization and we - as a rich and prosperous country - are involved in granting aid to poorer and less fortunate countries. Finance: 200 billion DLD. This is the sector responsible for the implementation of various important policies in the field of financial issues. This sector ensures the stability of our financial decisions and prevents illegal activities. Health and Education: 1,3 and 1,1 trillion DLD respectively. We have increased the spending in these sectors due to recent legislation and to increase quality of the provided services as these are essential for our future development. All in all: 2,8 trillion DLD. Economy: Infrastructure: 300 billion. What is an economy without a developed and strong network of infrastructure and transport. Therefore the budget had to be increased to accommodate the raising needs. Science and Technology: 1 trillion DLD. This is an essential, if not the most essential factor, for our long-term development and prosperity. We have to be on the top of all things and we have to be the leading nation in the technological development. Food and Agriculture: 400 billion. A slight increase is required to accommodate the needs in some regions of our country, which still heavily rely of agriculture. This sector ensures that we are independent from food imports, which are affected by price fluctuations. Environment and Tourism: 400 billion. While we have a strong economy and industrial sector, we should not forget about the environment. It is not just a resource, it is a wealth we should preserve and protect from any harm. With the development of tourism, this also becomes a sector, which attracts much needed foreign investments and tourists, who are willing to spend their money here. Trade and Industry: 700 billion. The backbone of our economy and our development. If this sector is neglected our nation does not have a future. All in all spending on economy related sectors account to 2,8 trillion DLD of our annual expenses. Defense: Internal Affairs: 400 billion DLD. A decrease of 500 billion DLD, however, this is logical. We are not a police state and are looking forward to prevent crimes and not to control our citizens. Accommodated with further changes in the budget of Justice, this gives a logical change. Justice: 200 billion DLD. Protecting law and order, as well as the interests of our citizens. A budget of this size is ideal. Defense: 600 billion DLD. While small in comparison to other sectors, it is a logical consequence of recently adopted legislation and our non-aggressive foreign policies. We maintain a strong and capable force, which is aimed to protect our national independence and territorial integrity and not to conquer new lands. All in all, defense expenses account to 1,2 trillion DLD per year. OOC: The budget is some 800 billion DLD bigger than proposed earlier, but with logical changes. Still, we will have a surplus. |

Message | Current data also indicates, that with the reforms we are going to implement our GPD would reach a sustainable level of 16,15 trillion DLD. GDP share: Consumption: 48,9% Government spending: 41,7% Investment: 9,4% We see, that these sectors of the GDP are sustainable with considerable possibilities of growth in terms of investments and consumption, gradually decreasing the share of Governmental spending, which is a good indication for the health of our economy. |

Message | The PGP will again trust the financial experts at the DPD. We recognize that cuts must be made to the budget. We will however, be watching to make sure that the cuts do more damage than good. |
