| Whereas, We may at some point become a target for biological weapons, and Whereas, We feel that this development can pass on its own but thrown out with the idea of the use of nuclear weapons even in defense, We propose to allow research into biological and chemical weapons, never to employ them, but to develop vaccines, antitoxins, and the like. |
