Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: Every public building is required to feature provisions for civil defence and at least 50% of spaces must be allocated to private citizens.
Current: Local authorities are responsible for building and maintaining shelters.
Proposed: The government builds and maintains a network of shelters across the nation.

The Goverment could set up shelters thatll hold 1000 people in each city and that city could have 3 public buildings that are big enough to fit 100 each. 300 total, even then thats excluding the 50% privatised reservations. Thats isnt more, as we are sure you are aware! Besides, goverment shelters should be huge enough to protect most people! |
