Bill to reform the Hutorian media.

Provisions for Article 3.

1. The restrictions on publishing anti-government material will only apply to the Head-of-State. It is permitted for the media to criticise the government but it is forbidden to publish any anti-Monarchy material.
2. Publication of any anti-Monarchy material will account to a charge of treason.
3. Apart from the new ban on anti-Monarchy material the media is free to publish as it chooses - so long as it remains within the law.

Mr Speaker, i believe Hutori needs a free and private media. This is another HCP policy we have been trying to implement for years. The status quo was introduced by the Leftists as a method of spreading their communist propaganda and i believe we need to abolish a situation where the state can infiltrate the minds of our peoples.

Mr Speaker, i also believe it is important that the Monarchy are free from media scrutiny. They are the rightful Heads-of-State and any media plot to oust them should be erased from possibility. I believe that all members of the House do not want to see the Royal Family criticised in the media. The role they perform in Hutori is critical and i do not want the media to compromise their work.

Mr Speaker, i ask the Imperial Democrats if they will support the proposed Bill?

Mr Speaker, there is absolutely no breach of anyones rights here. This is simply a fabrication from the Leader of the Opposition. I am sure he would agree that it is the elected government in the House of Parliament who has the power to set the agenda so it is the office of Prime Minister that should be answerable to the media - not the Monarchy. Yes, the media can still publish on the Monarchy but they simply must not turn it into a case of heavy criticism of Hutoris greatest institution.

Mr Speaker, a simple question the the Prime Minister, why not? The Government sets the agenda, and the Prime Minister is answerable, and that is why we have elections. The Monarch is not elected, but if he makes a mistake, everyone should have the right to point this out. What does the Prime Minister consider to be heavy criticism? For instance, there are Members of this House that consider the monarchy to be outdated and would favour an elected Head of State. Would republicanism be illegal? The Liberal Democrats are not republicans, but we consider the right to think what you want to be one of the most important rights a human can have.

Mr Speaker, in Hutori - republicanism is illegal. Any attempt to remove the Monarchy through publicised messages or violence on the streets will be deemed an act of treason. That is an offence punishable by death in Hutori at this moment. The vast majority of Hutorians are Monarchist anyway and there is no political movement even advocating republicanism at present.

Mr Speaker, the Monarch as far as this House is concerned. Is the single most important person in Hutori. I believe he should not come under any form of criticism or subversive material from anywhere. If this House needs to have a debate on the position of the Monarch then we are free to do so. The Monarch can now thanks to the last constitutional amendment rule by decree if he so chooses by issuing his Order-in-Councils. I believe the Monarch needs to be out of public light where possible and media slander is one area the Monarch can do without.
