We propose the following as we believe this will lead to a better legislative process. We seek a reduction in bill allowances in order to discourage huge platform bills. We seek an extension of the legislative term in order to facilitate greater discussion and more time for Government's to implement their platforms and agendas. |

Message | Mr Speaker, The RSL is apprehensive of longer terms, as it is a concept completely alien to us. We shall still support article three, however, for we believe that the government needs longer periods to carry out its plans, and more shall be solved and deliberated. As for articles one and two, the RSL believes that number of proposals a party can propose yearly should range between 10-15, so the current proposal is fine. For article two, the RSL is opposed to the current proposal and believe that it should be moved to 20. Reginald Blackburn, Parliamentarian. |

Message | Mr Speaker, The UPR will support this bill, though we wish to see Article 2 amended since a lowering of quota will hinder the ability of a new party to gain visibility and successfully operate in Rutania. It will also give the impression that Rutania is a country that restricts the freedom of political parties. |
