Description[?]:

We almost have a colony, and the Liberal Conservatives believe that we must have legislation in place immediately in order to assure that we, as the Deltarian state, have at least some level of control over the overall 'empire'. The Liberal Conservatives are trying to take a reasonable stance on this issue, with the intention to find a balance between imperial control and the democratic rights of the voters of the colonial territories.

With that in mind, we move the following proposals:

Proposal 1)

Each active Deltarian party with representation in the National Forum (or any other name it may hold in future) is entitled to hold one cabinet position in each Colonial territory providing that the government of the colony has control over making cabinet appointments. Each party will have the choice regarding who they appoint and to which position within the cabinet (with the exception of the Head of Government role, if it is valid in the nation, which will go to the party that holds the Head of State in Deltaria at the time of appointment). If at any time there is a conflict between two parties and two cabinet positions, the party with the most seats of the conflicting parties will get first preference.

The option to alter the Cabinet of Colonial Nations will be made available after each Deltarian election. All unfilled cabinet positions will be given to the responsible colonial party or any other party that they designate.

To define which parties the ministers belong to, the following convention shall be used:

Proposal 2)

All matters deemed to be in the interests of 'Defence' or 'Foreign Affairs' within the Colonial Nations may be legislated on by proposals passed through the Deltarian legislature. It will then be the responsibility of Colonial Parties to make the according adjustments to national policy. Deltaria may also exercise control over constitutional matters in colonial nations.

All bills regarding colonial matters must be passed with a plurality voting in the affirmative. Constitutional matters follow their usual voting procedures, with the requirement for a 2/3rds majority in the affirmative.

The Federal Republic of Deltaria may not directly control the internal decisions of the Colonial Governments - although they may conference and advise the colonial government as to their wishes. The Colonial Governments are not obliged to follow Deltarian orders in internal matters.
