Proponiamo qui di seguito il testo del trattato che il Ministro degli Esteri proporrà una volta approvato. "In an attempt to unificate each of Terra's Countries' policies with regards to driving licences, we propose the following penalty points system: Article 1) Driving offences result in an endorsement of the driver's driving licence with penalty points ranging from one to twenty, depending on the severity of the offence. Article 2) The severity of an offence has to be valued by its potential risk to vehicles and pedestrians traffic. According to its severity, each offence is allocated a certain number of penalty points. Article 3) Multiple offences committed in a single situation result in an endorsement of the driving licence with the sum of each of such offences' penalty points. Article 4) If the driver builds up twenty or more penalty points, he/she is disqualified from driving for six months; once this period is over, the penalty points limit is set at ten. If the driver builds up ten or more penalty points, the licence is cut off permanently. Article 5) The driver whose licence has been suspended must take a theory exam. If the licence is cut off permanently, the driver must take a theory and a road exam. Article 6) A penalty point is removed with every solar year passed without committing any offence. Article 7) The endorsement of penalty points depends upon the driver's conduct, not upon the vehicle's properties." |
