The Urban Party of Rutania hereby submits a bill that will create a binding law that sets out guidelines for parliament etiquette.

[PROVISIONS]
Article. I - Decorum
I. Parties will treat the speaker and each other with respect; Ad hominem attacks are forbidden
II. Proper grammar and spelling must be used in the Parliament
III. Representatives may only be addressed in the third-person

Article. II - Submission of Bills
I. A bill with only one proposal and resolutions requiring a simple majority for passage can be sent to the vote without having debate
II. A bill with multiple proposals and resolutions requiring a constitutional majority must wait 3 months (OOC: 12 hours) before being sent to vote

Article. III - Debate
I. All debate entries must be submitted in the format specified below:

"Mr Speaker" or "Members of the Parliament"
