[PREAMBLE] The Urban Party of Rutania hereby submits a bill that will create a binding law that sets out guidelines for parliament etiquette. [PROVISIONS] Article. I - Decorum I. Parties will treat the speaker and each other with respect; Ad hominem attacks are forbidden II. Proper grammar and spelling must be used in the Parliament III. Representatives may only be addressed in the third-person Article. II - Submission of Bills I. A bill with only one proposal and resolutions requiring a simple majority for passage can be sent to the vote without having debate II. A bill with multiple proposals and resolutions requiring a constitutional majority must wait 3 months (OOC: 12 hours) before being sent to vote Article. III - Debate I. All debate entries must be submitted in the format specified below: "Mr Speaker" or "Members of the Parliament" (debate entry) John Rutania, (occupation, e.g., Representative)." NOTE: "Members or the Parliament" is used when either the President, Prime Minister or Speaker is addressing the parliament. Article IV. - Reprimand I. Failure to complay will first result in a warning II. Continued failure will lead to a censure for a period of time to be determined by the parliament [APPENDIX] I. The present bill shall be adopted with a simple majority by the Parliament of the Commonwealth of Rutania 1. Repealing this law will require a simple majority 2. Repealing/amending any Provisions will require a simple majority II. This law will come into effect approximately 1 month after its passage |
